Apartment complex for employees of forrmer Matsuo mining company. Matsuo mine was founded as the mine of sulfur and pyrites in 1914. When its golden age, the mine had 4,000 employees and a population of 15,000 people as the leading sulfur mine in the eastern world, the social role of the sulfur mine was over after changing to produce sulfur in the process of the oil refinery, closed in 1969.
With like a "city", schools, a hospital, a theater, etc. were built in outskirts of Hachimantai National Park, where it was at an elevation of 1,000 meters, it was called "paradise above clouds" or "city above clouds."
The complex of 11 apartment buildings in total built in a few years from 1951. Four story of buildings with reinforced concrete, the first floor are designed for young couples, a 6-mat room and a kitchen, and upper floors were for couples with children, 8-mat and 6-mat rooms and a kitchen. Compared to a Japanese standard at that time, it was well appointed apartment which was functioned with a central heating system, a flush lavatory and a garbage chute.
